All law and no play makes Congress a dull legislative body

Last night I dreamed that I was reading about a law that Congress passed on Wikipedia. Collectively it was something like the Intellectual Property Reform Act of 2004, but it was broken up into four laws, each one named individually. I didn't get around to reading two through four, but the name of the first one really stuck out: "Cat Disease and Southpark Character Naming Contest Act." If I recall correctly, it was just the title; the law had nothing to do with a naming contest of any sort.

It did not occur to me at the time to check and see if it was merely Wikipedia vandalism. I thought that somebody in Congress had a sense of humor.
